Information Sharing NEW: ICANN Thanks You for a Successful Inaugural Asia Pacific DNS Forum 2022 We've successfully launched the inaugural Asia Pacific (APAC) Domain Name System (DNS) Forum from 30 March to 1 April 2022. As mentioned in my previous blog, the goals for this Forum were to bring stakeholders from the region together to exchange information, share views, and collaborate to address the upcoming challenges and opportunities for the DNS. I'm happy to report that we've met all of these goals. I would also like to share the way forward for the APAC DNS Forum. Read more. NEW: ICANN Completes New Audit Confirming Proper Controls in Place for IANA Function ICANN has completed another year of audits of the key systems used to deliver the Internet Assigned Numbers Authority (IANA) functions. The accounting firm RSM US LLP conducted a Service Organization Control (SOC) 2 audit of the Registry Assignment and Maintenance Systems (RAMS) and a Service Organization Control (SOC) 3 audit of root zone Domain Name System Security Extensions (DNSSEC) services for the 12-month periods ending 30 September 2021 and 30 November 2021. NEXT WEEK: Request for Input - GNSO Statement of Interest The GNSO Council has recently embarked on a review of its Statement of Interest (SOI) requirements to determine whether these are still fit for purpose, and if not, what updates should be considered. To this end, the GNSO SOI Task Force (TF) was formed. As part of its assignment, the TF is reaching out to the ICANN community to solicit input on the current use and experience with SOIs as well as suggestions for possible improvements. We understand that some of you may use the SOI, either in its current form or a modified format, for your own purposes. We would be interested to hear about those experiences as well as any lessons learned that may help inform our recommendations. You are encouraged to share this information with your respective groups. To provide input, please complete the following survey by Wednesday, 4 May. Your input will be much appreciated! It is primarily aimed at ccTLD Managers who participate within the ICANN community but is not limited to ccNSO members. Participation is purely voluntary. In keeping with the nature of the ccNSO, the purpose of the Committee is not to formulate any policy or standards, recognising that policy development in this area is out of scope of the ccNSO policy remit. The overarching purpose is to raise understanding and awareness of the issues pertaining to DNS Abuse, promote open and constructive dialogue, and ultimately to assist ccTLD Managers in their efforts to mitigate the impact of DNS Abuse. In undertaking its activities, the Committee is not mandated nor shall it act as a representative of nor act on behalf of the ccNSO, ccNSO Membership, ccNSO Council or individual ccTLD Managers collectively or individually. Information Sharing NEW: In-Person Meetings Planned for Los Angeles Revert to Virtual as COVID Cases Rise This week the ICANN Board of Directors is convening for our second Board Workshop of 2022. It had been planned as our first face-to-face meeting since January of 2020. In addition to this meeting, the Supporting Organization and Advisory Committee (SO/AC) chairs had been working with ICANN Org to hold an in-person Roundtable session three days before the workshop. These meetings will now be virtual. Read More. NEW: ICANN Preparing to Launch the Pilot Holistic Review The Organizational Effectiveness Committee (OEC) of the ICANN Board is responsible for leading the ICANN Board's review and oversight in several areas, such as the organizational and specific reviews mandated by the Bylaws. The Final Report of the Third Accountability and Transparency Review Team (ATRT3) includes five recommendations made of 15 components, one of them being the setting of a recurring Holistic Review. The Roundtable Meeting convenes the chairs of each SO and AC, ICANN organization (org) executives, and the ICANN Board chair and vice chair to discuss planning, governance, and other topics of collective interest. The ccNSO Secretariat shared a call for volunteers on the ccNSO members mailing list. https://ccnso.icann.org/en/announcements/announcement-29mar22-en.htm The call for volunteers closed 13 April 2022, 23:59 UTC. The ccNSO Secretariat then launched the Council selection process. As requested by NomCom support staff, the ccNSO should appoint one (1) representative. At closure of the application window, 4 candidates stepped forward for the role After receipt of the applications, the application material documents (if submitted by the candidates) were transmitted to the ccNSO Councillors, except for Chris Disspain, who was a candidate himself. The remaining Councillors selected and listed the candidates in order of preference and mailed them to the ccNSO Secretariat before the deadline on 20 April 2022 (23:59 UTC). Deferral ccNSO Organizational Review Theresa Swinehart, ICANN’s Senior Vice President, Global Domains & Strategy sent the ccNSO a letter asking for a deferral of the next, 3rd ccNSO Organizational Review, until such time as there is better understanding of the impact of the ATRT3 Recommendations on the next Organizational Review cycle, and taking into account the current community workload. The 3rd ccNSO organizational review is scheduled to start in November 2022. We are requested to provide our feed-back by tomorrow, 22 April 2022. Move? Stephen Second? Impact upcoming change Article 10 and Annex B to include IDN ccTLDs in the ccNSO Bart: GRC had a discussion on the anticipated impact of the bylaws amendment. Bylaw change was published for public comment recently. all comments received are in favour. Major changes include: 1. change definition of who can be a member 2. the inclusion of the definition of what is a territory This was needed, to link decision-making by the member, to the territories. avoid issue against captcha. representative = primary contact. Introduction of the “Emissary”. a rep from a territory, who will vote on behalf of all members from a specific territory. specific decisions include Council elections, PDP vote, as foreseen in the bylaws. Change from 1 vote per ccTLD manager, to 1 vote per territory. But it may also have an impact regarding the voluntary arrangement for the board nomination. final role is with the council, however the members nominate and select the candidate for a board seat. Question for the future: who should have the final vote? should it be the emissary? or a representative? open question, but as a result the guideline may need to change as a results. council election guideline just follows the bylaws. Also, are changes needed to the “members veto vote” in the new internal rules? members vote on a council decision: per ccTLD manager, or per Territory? there needs to be discussion/clarification on what the community may want. How will quorum be counted? 33 % of the members? or 33% of the territories? extreme case: if NIXI would become member for .in and all IDN ccTLDs, it would be 22 members for 1 territory (India). impact on quorum and voting mechanism also change in the application form for ccNSO membership. Still geared to current definitions. Sean: Chair of the GRC. “ I’m asked to comment on the impact of upcoming changes to Article 10 and Annex B. I have brought this subject up lightly in the sub-group on COI, and it’s from that where I will express my view. I am speaking to you here, though, as a councilperson and not as chair of GRC. Under Alejandra’s pen, we sent a communication to ICANN on September 9th of last year, a follow-up to a letter from the previous council on February 7th of 2020. Subsequently, a board resolution 2021.10.28.06-10 came about regarding the feasibility assessment as a result of the work by Merdian. In reviewing the documentation on bringing IDNs into the fold, this has been a long process. I want to note the completeness of a document produced by Bart in 2013. We are approaching a decade. If there is earlier material concerning IDNs, I apologize. Why do I want to look at the IDNs at this moment in terms of Conflict of Interest? We each, as councillors, once the bylaws are in place and IDNs are at the table, have two stakeholder groups, the existing members of the ccNSO and new IDN members. We do have to acknowledge our fiduciary responsibility to our current members. This means that any changes now or in the future may appear unbalanced to those in the IDN community. At the same time, we’re charged with ensuring balance for the existing membership. This is why I brought up Bart’s document from 2013. In particular, I want to draw your attention to Bart’s ambassador idea. The ambassadorship idea has, I feel, correctly carried forward to the changes to be implemented, as it must be to ensure the core definition of the ccNSO remains the 3166 ISO table. I believe it is in our best interest to produce a written statement from the council acknowledging we are aware of such a potential for perceived conflict in a conciliatory message and move on. Moving on, we should. With the successful passing of the new rules - again, thank you to the subgroup, David and our staff - voting procedures and guidelines will need to be updated. This can be referred back to the GRC, and if so, this will move to the top of the main GRC group task list. Ideally, and perhaps aggressively, it would be nice to have this item back to the council before or during ICANN 74. With all respect to former and current board members, I would hope whatever adjustments are required are seen as administrative in nature and happen in a timely fashion. The impact of IDN’s will require this council to engage in recommendations from the Feasibility Assessment actively. In particular, items 7,8,10 and last but assuredly not least, item 11, the website. The ccNSO website needs to be up to date before or as IDNs are officially joining this community. There are more than enough resources available to ICANN for this to happen forthwith. Adoption Roles and Responsibilities Councillors For Decision Draft Resolution Background The ccNSO Councillors were requested to volunteer for and submit their names to take on a role and related responsibility as member of a Council Committee or other role. These roles need to be distinguished from Councillors have as representative from the ccNSO as liaison or in another representative capacity. Decision The ccNSO Council adopts the 2022 overview of roles and responsibilities and requests the secretariat to publish this resolution as soon as possible and publish the aforementioned overview. This resolution becomes effective upon date of publication. 1. Appointment ccNSO representative on NomCom 2022 For decision Draft Resolution Background The ccNSO Council was requested to appoint a ccNSO appointee to the FY 23 Nominating Committee. The secretariat was tasked to send a call for volunteers and following that call 4 nominations were received: Sophie Mitchell, Chris Disspain, Nenad Orlic, and Nigel Roberts. In accordance with the internal procedures for selection of candidates: * Chris Disspain was excluded from the Council selection process * The selection process run from 14 April 2022, until 20 April 2022, 23.59 UTC. Decision The ccNSO Council appoints [name], as ccNSO appointee on the FY 23 NomCom Committee. The secretariat is requested to inform the candidates and the NomCom support staff accordingly and publish the decision. The ccNSO Council thanks all candidates for standing! The Council also want to express its gratitude to Juhani Juselius (.fi) for serving on the NomCom the last two years. 1. Deferral ccNSO Organizational Review For decision ICANN org requested a deferral of the third 2026 ccNSO Organizational Review, pending the outcome of the ATRT3 “holistic” review. Draft Resolution Decision The ccNSO Council supports the deferral of the 3rd ccNSO Review until such time that: 1. Impact of ATRT3 Recommendations pertaining to Organizational Review is better understood by the community and ICANN and 2. The impact on workload of the community at that time a review has to be undertaken is understood. The Chair is requested to inform ICANN accordingly. The secretariat is requested to publish this resolution as soon as feasible. 1. Adoption Voting Report on Change of the Internal Rules of the ccNSO For decision Draft Resolution Background The ccNSO members voted in March-April 2022 on the adoption of the proposed new ccNSO internal rules. The timeline of the vote (see Annex A) was defined as per the 2004 Rules and adopted by the ccNSO Council. Joke Braeken was appointed Voting Process Manager. After the successful conclusion of the vote the Voting Process Manager prepared a report for consideration by the Council to formally conclude the voting and report incidents if any and the results of the vote. Accordingly no incidents have occurred and the result of the vote was: * At the closure of the vote, 96 ccNSO members out of 172 (55 %) casted their votes * The total number of Ballots Cast (including duplicates) was 101. * Ballots Counted (excluding duplicates) was 96 * Number of Voters Who Did not Vote: 76 * 91 voters supported the ccNSO Council's recommendation to adopt the proposed new rules, and * 5 voters did not support the recommendation. Decision The ccNSO Council adopts the report on the vote to amend the 2004 Rules of the ccNSO. The Council thanks the Voting Process Manager for the flawless voting process, and all those who engaged with the community to solicit voting to reach the required threshold of 50 % of the ccNSO membership that had to cast a vote. The ccNSO Council also thanks the GRC, and specifically its subgroup under leadership of David McAuley for the hard and exemplary work in preparing the amendments and managing the process leading up to the vote. The secretariat is requested to publish the resolution and the amended Rules, and archive the 2004 Rules, and inform the community accordingly. Finally, for avoidance of doubt, the amended Rules become effective upon publication on the ccNSO Website. 1. Hello everyone, This is to inform you about the outcome of the selection process for one volunteer (1) to serve on the 2023 NomCom The selection process closed 20 April 2022 at 23:59 UTC. Thank you for your votes. In the table below, you will be able to find an overview of the ballot numbers, their date of receipt and the order of preference as listed by the individual council members. The ccNSO Secretariat then launched the Council selection process. As requested by NomCom support staff, the ccNSO should appoint one (1) representative. * At closure of the application window, 4 candidates stepped forward for the role * After receipt of the applications, the application material documents (if submitted by the candidates) were transmitted to the ccNSO Councillors, except for Chris Disspain, who was a candidate himself. Dear All, This is a kind reminder: The MPC has issued a call for presentations and is seeking speakers on the following topic: The impact of the pandemic on ccTLDs. Whether you are a seasoned presenter, or this be your first time, we encourage you to submit your proposal to participate in the pre-ICANN74 ccTLD News Session. We want to hear from you! The ccNSO Meetings Programme Committee (MPC) is hosting the next edition of the virtual ccTLD News sessions prior to ICANN74 on 19 and 24 May. Sessions are maximum 90 minutes long, with an opportunity to ask questions. All sessions will be recorded. Prior to each session, there will be one prep meeting (12 May, time TBC), and a dry-run session for all presenters (16 May, 13 UTC for ccTLD News session #1, 17 May, 6 UTC for ccTLD News session #2), including the session chair and/or moderator. Previous editions of the ccTLD News Sessions had an excellent collection of case studies, statistics, new developments, trends and more. The ccTLD News Sessions have been a part of the ccNSO Members Meetings for several years and has provided a global platform for both experienced and new people to meet, share experiences and discuss ccTLD-related aspects.
