Therefore, on behalf of the Board Caucus ccPDP3-RM, I would like to share with you a written monthly update on the progress. As always, please feel free to share it with the Council as you see fit. Bart will be able to provide additional details if necessary. As I already reported before, the comments received in response to the public comment have been analysed and a summary report had been reviewed by the Caucus members who approved it for publishing. As you may remember, the Chair of the ICANN Board sent a request to the GAC to provide their advice. Yet, as of today, no response from the GAC has been received. However, the GAC submitted comments during the public comment period. The analysis of and response to those comments have been included in the report. The Caucus is still looking for a more detailed analysis from the ICANN Legal team. At its next meeting this month, the Caucus will discuss the way forward with all the feedback we received. On an additional note, one of the members of the Board Caucus - Avri Doria - has left the Board. At this point, the Caucus is not planning to reach out to the Board to invite more volunteers to join the Caucus. Kind regards ]{atrina

And it appears to have Board oversight, which is good on a lot of levels. Sometimes funds are available from other Teams, occasionally the Board needs to approve new funds. I’m not sure if that timing (6 months) would work but the certainty of process is very helpful. I may be suggesting that ICANN does already for org projects - but could be expanded to community projects. It is a recommendation to end the Additional Budget Request (ABR) process beginning in Fiscal Year (FY) 2025, and for community groups to utilize the annual operating plan and budget (OP&B) process for all resource requests moving forward. To date the ccNSO has not made such a request, so we have no experience on this matter. Therefore, may I suggest that we decline commenting on this topic? ICANN's strategic planning process is designed to be highly inclusive, with participation from across the ICANN ecosystem and beyond. The process will result in a new five-year ICANN Strategic Plan<https://www.icann.org/resources/pages/strategic-engagement-2013-10-10-en>. The first phase of this process involves identifying external opportunities and threats, and internal strengths and weaknesses, that will inform the Board's strategy formulation. This phase is known as an environmental scan. ICANN held a hybrid community environmental scan session at ICANN78, which allowed participants to provide their input in person or online.
