The composition of the IGO Work Track is as follows: The Registries Stakeholder Group: up to 2 members The Registrars Stakeholder Group: up to 2 members The Commercial Stakeholder Group: up to 3 members The Non-Commercial Stakeholder Group: up to 3 members Each AC, other SOs and IGOs: up to 2 members per group Please confirm your appointed members and alternates at the latest by Monday, 7 December 2020 by notifying the GNSO Secretariat at gnso-secs(a)icann.org. NEW: Board Activity on the Third Accountability and Transparency Review From: Maarten Botterman, ICANN Board Chair Earlier this year, the third Accountability and Transparency Review Team (ATRT3) delivered its Final Report to the ICANN Board. This report was then posted for Public Comment to help inform the Board’s action on the final recommendations. During the Board's 30 November meeting, the Board resolved to approve the five recommendations in the ATRT3 Final Report, comprised of 15 component parts as enumerated in the scorecard, which call for: Updates to the requirements of ICANN’s Public Comment proceedings. ICANN org to review the implementation of the second Accountability and Transparency Review Team (ATRT2) recommendations in light of the ATRT3’s assessment, and to complete the implementation of ATRT2 recommendations subject to prioritization. Changes to Specific and Organizational Reviews, including creation of a new Holistic Review of ICANN, and evolution of Organizational Reviews into Continuous Improvement Programs. Improvements to the accountability and transparency of ICANN’s Strategic and Operating Plans. The creation of a community-led entity tasked with operating a prioritization process for recommendations made by review teams, cross-community groups, or any other community-related budgetary elements the Board or ICANN org feels appropriate. On behalf of the Board, I want to extend our thanks to the ATRT3 team for its dedication and hard work. The ATRT3 Final Report is the culmination of 14 months of work by 19 team members, representing more than 2,500 hours of meetings and significant engagement with the wider ICANN community throughout the process. The commitment and efforts of this review team and thoughtful contributions of the wider community via public comments and other engagement with the ATRT3 cannot be underestimated. This illustrates the strength, accountability, and transparency of the multistakeholder model. Learn more. REMINDER: Request for Community Selection Panel Participants – 2021 ICANN Community Excellence Award Program From: David Olive, Senior Vice President, Policy Development Support ICANN's Supporting Organizations and Advisory Committees will be requested to provide up to two members from their respective group to help choose the recipient of the 2021 ICANN Community Excellence Award. The 2021 ICANN Community Excellence Award will be presented during ICANN71. A community selection panel will be formed to review the nominations and select the award recipient. Ideally, panelists will serve a maximum of two consecutive terms on the selection panel to ensure diversity and equal opportunity among community members. The time commitment for the selection panel includes weekly one-hour calls between the end of March through June. Further information will be available in the upcoming weeks. REMINDER: Call for SOs/ACs to Nominate Fellowship Program Mentors and Selection Committee Members From: Sally Costerton, Senior Vice President, Global Stakeholder Engagement ICANN has announced a call for nominees to volunteer to serve as mentors to the Fellowship Program and as members to its Selection Committee. There will be a total of seven mentors and seven Selection Committee members, and each group is welcome to nominate one individual for each role. Interested Supporting Organizations and Advisory Committees should select their respective Fellowship Program mentor and Selection Committee representative by Sunday, 31 January 2021 and notify fellowshipconsultation(a)icann.org. Individual self-nominations will not be considered. Criteria for mentors and Selection Committee members can be found here. Dear All, This is a final reminder that the ccNSO Council seeks a limited number of volunteers (max. five) for a drafting team for a ccNSO statement as a response to questions from ICANN legal regarding a Bylaw change to include IDN ccTLDs as members to the ccNSO. Volunteers from the ccNSO membership are expected to have drafting experience and/or subject-matter expertise. Please send an email to joke.braeken(a)icann.org<mailto:joke.braeken@icann.org> in case you intend to volunteer. The deadline to respond to this call for volunteers is 2 December 2020 (23:59 UTC). This team will draft a ccNSO statement as a response to questions from ICANN legal regarding a Bylaw change to include IDN ccTLDs as members to the ccNSO. The ccNSO Council appointed Ai-Chin Lu (.tw) - ccNSO Councilor for the Asia-Pacific region - as designated Councilor to lead this effort. The changes cover two aspects: an updated definition of ccNSO membership, and enabling IDN ccTLDs to become members of the ccNSO. Dear Councillors, Please find below a draft resolution, presented to you for an online decision. Adoption ccNSO Council Election Report * For decision Adoption Council Election Report FY 2021 * Background In March 2021, at the conclusion of ICANN70, the 3-year term of the following ccNSO Councillors ends: Africa: Abdalla Omari Asia Pacific: Young Eum Lee Europe: Katrina Sataki Latin America/Caribbean: Margarita Valdes North America: Byron Holland The ccNSO Council launched a nomination process, in accordance with the approved timeline. As only one candidate was nominated and seconded within the nomination period for the African, European, Latin American-Caribbean and North American regions, no elections need to be held in those regions. For the Asia-Pacific region, in accordance with the applicable rules, three (3) candidates were nominated, seconded and have accepted their nomination. Consequently, an election was be held – according to the timeline previously agreed upon by the ccNSO Council – among the ccNSO members from the Asia-Pacific region. At the closure of the elections, 35 members (66 %) casted their votes: Anil Kumar Jain received 11 votes, Boyoung Kim also received 11 votes and Jiankang Yao received 13 votes. There were no members that voted without selecting any of the candidates. As per the relevant guideline, a majority of all ccNSO members in the Geographic Region entitled to vote shall constitute a quorum, and the selected candidate must receive the votes of a majority of those cast by ccNSO members within the Geographic Region. The Council Election Report FY 2021, as prepared by the Election Process Manager, is attached. * Draft Resolution THE CCNSO COUNCIL RESOLVED TO adopt the Council Election Report FY 2021, and notes the observations. By this adoption the election process 2021 is closed. The ccNSO Council congratulates the elected candidates and thanks the other candidates who expressed interest to serve on the Council. The elected candidates are: Hadji Mmadi Ali (Africa), Jiankang Yao (Asia-Pacific), Irina Danelia (Europe), Jenifer Lopez (Latin America - Caribbean), and Sean Copeland (North America). The ccNSO Council Chair is requested to provide the ICANN Secretary prompt written notice of the selection of ccNSO Council members under section 10.4 (i) of the ICANN Bylaws. All applications to join the Community Representatives Group will be reviewed by the specific SO or AC whose endorsement is being sought. The closing date is Friday, 4 December 2020. Please review the announcement and Terms of Reference for further details about the role of the Community Representatives Group and the skills sought for membership. The Bylaws require ICANN org to work with all SO and ACs to ensure that a Standing Panel is constituted for the IRP, an important accountability mechanism under the Bylaws. Dear All, ICANN org invites its Supporting Organizations (SOs) and Advisory Committees (ACs) to nominate volunteers to serve as mentors in its Fellowship Program and to serve on the Fellowship Program Selection Committee. There will be a total of seven mentors and seven Selection Committee members, and each group is welcome to nominate one individual for each role. The ccNSO Council therefor seeks one (1) Fellowship Program Mentor and one (1) member of the Fellowship Program Selection Committee. Requirements and time commitment Further to the skillset included below, ccNSO candidates are expected to have the support of a ccTLD manager (whether members or non-member of the ccNSO). Fellowship Program Mentors: · Mentors generally must plan on a time commitment of approximately 30-40 hours before, during, and immediately after each ICANN Public Meeting. This includes extensive pre-meeting preparation, on-site support for their assigned fellows, and post-meeting reporting. · Each mentor will serve a term that includes three consecutive ICANN Public Meetings, beginning with ICANN72. · Mentors are expected to follow Fellowship Program guidelines<https://www.icann.org/resources/pages/fellowship-mentoring-guidelines-2018-…> to help ensure consistency in capacity development opportunities for fellows and to help fellows actively participate in ICANN's work. · Mentors will receive travel funding support (if applicable).
