Hello Mathieu, All, Thank you Mathieu for reaching out to ask these questions. I'm sorry that we will not be able to chat face to face in Hyderabad. > 1. What would, in your opinion, be reasonable grounds for the ccNSO to initiate a process to remove a ccNSO appointed Board member ? I think, in simple terms, if the Board member has lost the confidence of the majority of the ccNSO members (for whatever reason) then that would be reasonable grounds. That said, if I was the board member in whom a majority of the ccNSO members had lost confidence, I can assure you that I would resign without requiring the ccNSO to go through the Board member removal process under the new by-laws. > 2. Are you going to run for the Chair position ? Will you, in case you are elected, consider that it changes any of your commitments to the ccNSO ? Not this year. I cannot say what I will do next year because I do not, at this stage, know. However, if I were Chair then whilst it would mean a greater time commitment, I do not believe that it would in any way alter my commitments to the ccNSO. > 3. I am as passionate as I have always been about the ccNSO and its role in the ICANN model including that it provides legitimacy to ICANN in a way that gTLDs cannot because of their contractual obligations. I am immensely proud of what the ccNSO has become and what it has done along the way. I have played a small part in some of those things (IDNs and the fast track being the one to which I am most emotionally attached) and am delighted to be able to continue my association. As a Board member I have striven and will continue to strive to maintain my connection with the ccNSO and ccTLD community. It is very easy to become detached because of the amount of time (especially during ICANN meetings) that the Board spends ‘in its own company' or in the company of other SOs and ACs. It is my intention to continue to work hard to ensure that this does not happen with me. In practical terms my commitment is to ensure that the views of the ccNSO and the ccTLD community are, when required, vigorously advocated to the board and that whatever decision the Board may make on an issue that concerns ccTLDs, they have a crystal clear understanding of the views the ccTLD community and the likely consequences of any decision they make. The CCWG-IG has monitored proposals presented by Member States and whilst several proposals were flagged as having a potential to impact ICANN, the proposal by the African Telecommunications Union (ATU) on behalf of several countries, to the World Telecommunication Standardization Assembly (WTSA) regarding the use of geographic terms for top level domains, raised concerns. The CCWG-IG prepared the attached Statement in a bottom-up multistakeholder manner to remind WTSA participants that the use of geographic names in generic Top Level Domains (gTLDs) is covered by ICANN policy development processes, informed by GAC Advice. This Statement is forwarded to you for distribution to your membership, with the understanding that it could be useful to your members participating in the WTSA16 conference. The ICANN Communities participating in the working group reached Consensus on the attached text, according to the rules set in the CCWG-IG's Charter. HIT 1 (how to do outreach within each SO/AC) and HIT 6 (Q&A with ICANN general counsel on the legal advice that ICANN receives and how that supports the ICANN mission) are both hosted under auspices of the ccNSO. Saturday, 5 November 2016 HIT 1: How to do outreach within each SO/AC 11:00 - 12:15 • Hall 3 (Main) http://sched.co/8cya Chair: Cheryl Langdon-Orr Introduction: Sandra Hoferichter Moderators: Thomas Rickert and Peter Vergote * Background/ Importance: ICANN Meetings are a central principle of ICANN's multi-stakeholder model because they provide a venue for progressing policy work, conducting outreach, exchanging best practices, conducting business deals, interacting among members of the ICANN Community, including Board and Staff, and learning about ICANN. Cross-community engagement and outreach were very prominently on the agenda of the policy forum, and this will most likely continue to be so in the future * Session Goals/Expected Outcomes: Create awareness on what outreach means to ICANN, what has been done and what are the next steps for the SOs & ACs on this matter. What does outreach mean to each SO/AC? HIT 5: DNS and Content Regulation 17:00 - 18:30 • Hall 3 (Main) http://sched.co/8g4p The session will bring together all relevant stakeholders and constituencies including GAC and law enforcement representatives, the Intellectual Property Constituency, the Non-Commercial Users Constituency, and the registrars and registries, to discuss and debate the appropriate role of ICANN and its contracted parties in relation to Internet content hosted at a domain. Monday, 7 November 2016 gTLD Marketplace Health Index Metrics 09:00 - 10:15 00 • Hall 2 http://sched.co/8cyz (This is not a HIT session, but of relevance to the ccTLD community as well.) The gTLD Marketplace Health Index presents statistics and trends related to generic top-level domains. ICANN plans to publish the index twice a year to track progress against its goal of supporting the evolution of the domain name marketplace to be robust, stable, and trusted. In this session, members of ICANN’s Global Domains Division will provide an overview of this new initiative and how it contributes to broader progress measurement against the organization’s key performance indicators. HIT 6: Q&A with ICANN general counsel on the legal advice that ICANN receives and how that supports the ICANN mission 15:15 - 16:45 • Hall 3 (Main) http://sched.co/8cyj Moderator: Jay Daley (.nz) Panel members: Chris Disspain (ICANN Board), John Jeffrey (ICANN’s General Counsel and Secretary) The bottom-up process and contributions via the multistakeholder model are the core of ICANN but claims have regularly been made that the legal advice provided to ICANN does not support that. This session seeks to explore the reasons these claims surface by examining both the nature of the questions asked, the laws/guidelines that are consulted, the processes by which this advice is produced, how this differs for internal and external counsel and how it is then shared with the community. The expected outcome of this session is a major step forward in transparency around the production of legal advice, a better understand of the operating practices the legal team work within and ideas for how to continue this process to increase community scrutiny of legal advice received by ICANN. HIT 7: Underserved regions in ICANN 17:00 – 18:30 • Hall 3 (Main) http://sched.co/8cyk The session will explore and share possible initiatives that would assist Under-Served Regions in ICANN. The Under-Served Regions High Interest Topic session is open to all participants and will be a cross-community discussion. It allows the Community to discuss and opine on important IG issues that will affect ICANN. Greetings Paulos, With great respect, whilst I sympathize with your lament in your second paragraph "...that a sizable number of leaders overstay their positions..." referencing the politics of your Continent, I do not see the relevance of that with respect to Chris Disspain being the presumptive nominee to another term as an ICANN Board member, representing the ccNSO Community. I do not recall you raising this issue with respect to the last election of Mike Silber, which is a parallel circumstance. I do not see how you can insinuate that Chris is "overstaying" his position. Under the ICANN Bylaws, he was eligible to seek an additional term on the Board. During the open nomination period, he was nominated by an independant party, and seconded by a third party. During the open nomination period, no other candidates were proposed nor seconded. If you had concerns regarding Chris "overstaying" his position, your time to have taken action was during the open nomination period, and in proposing an alternate candidate for the Board 11 seat. You did not do this. Nor did anyone else. What is your fundamental issue with Chris? It's evident from your fourth paragraph that you have one, so why not just take it up with him directly? Lastly, I have to say that I am disappointed in the conspiratorial tone of your correspondence, and in particular, the last paragraph. My respect for you has not diminished despite this correspondence I felt compelled to reply to. I realise this was addressed to Chris, but I really don't get what your question is, and I'd like to understand that fully before he answers. That term limit is just not within the power of any single Board member to change.

Dear Matthieu Thank you for the opportunity to make my plans and expectations regarding communication with the wider ccNSO membership more widely promulgated. Thank you also for your kind congratulations and your confidence in me). In one respect, I should probably reserve answering this until the ccNSO meeting in HYD, since you will be attending remotely and I don't wish to deprive the 'hustings' meeting of an interesting topic for discussion by giving away the answers already. On the other hand, it's a really great question, and one which deserves a considered answer, so I will answer it now. In some ways, I see the two questions as two sides of the same coin -- communication being a two way street. I take regular part in the activities of our regional organisation CENTR, and all three ccNSO Members, including myself have given (and will continue to give) two way briefings to the CENTR membership. I also will use, despite a lessening of debate traffic on it in recent years, the ccNSO Members email list. Of course, when answering the first part, I realised that for ccTLDs who are not members of the RO, aren't getting as good a two-way (or even one-way channel). So to answer my own question in that regard, I hope to reach out to non-RO, ccNSO Members directly in the coming months to establish better communicartion. In addition (although you didn't ask about this) I will also seek to find ways to reach out to non-ccNSO members in my region (whether they are members of the RO or not) and encourage them to join the ccNSO. I hope this answers most (or even all!) of your question. If you wish me to expand on it during the meeting, or have additional questions, don't hesitate! Dear All, In June 2015 the ICANN Board of Directors requested the ccNSO, in consultation with other stakeholders, including GAC and SSAC, to provide further guidance on and refinement of the methodology of second string similarity review process, including the interpretation of its split recommendations, to be applied to the relevant current and subsequent cases in the IDN ccTLD Fast Track process, as well as to inform the proposed policy for the selection of the IDN ccTLD strings. In October 2015, the ccNSO established a working group with participants from the ccTLD community and GAC. In July 2016, the EPSRP working group<https://ccnso.icann.org/workinggroups/epsrp.htm> sought feedback, via a public comment proceeding<https://www.icann.org/public-comments/proposed-epsrp-guidelines-2016-07-20-…>, on its proposed guidelines for the methodology on the second string similarity review process, including the interpretation of split recommendation.
