The agenda this year covered various topics and aspects of the DNS, some being an ongoing priority for our engagement in the region, while others were new issues, first raised in the forum this year. The discussions were rich and brought forth some interesting perspectives. Read more. NEW: ICANN Fellowship: 15 Years of Strengthening the ICANN Community We are happy to mark the 15th anniversary of the ICANN Fellowship Program, ICANN's oldest global capacity-development program. Launched in 2007 at ICANN29 in San Juan, Puerto Rico, the Fellowship Program was created to provide a gateway for individuals from underserved and underrepresented communities from around the world to become active members of the ICANN community. NEW: Chair's Blog: June 2022 Board Workshop Preview Ahead of the ICANN74 Policy Forum, the ICANN Board of Directors will meet 10–12 June for its first in-person Board Workshop in more than two years. After so many virtual meetings, we are looking forward to meeting in person in The Hague, Netherlands. Some Board Directors will be attending virtually, which will give us the opportunity to experience the updated hybrid meeting format and help us prepare to engage effectively with the Community at ICANN74. Read more. REMINDER: Calling for NextGen@ICANN Applications for ICANN75 ICANN is calling for applications for the NextGen@ICANN Program. ICANN wants to hear from university students living and studying in the Asia Pacific region who are interested in the future of the Internet and in participating in the ICANN75 Annual Meeting. ICANN75 is scheduled to be held in Kuala Lumpur, Malaysia, from 17 to 22 September 2022. If ICANN75 is held virtually, the NextGen@ICANN Program will also be held virtually. The NextGen@ICANN application window will remain open until Friday, 1 July 2022. Successful candidates will be announced on 15 July 2022 on the ICANN website. REMINDER: Request for Appointment of Members and Liaisons to the CSC As of 30 September 2022, several members and liaisons of the Customer Standing Committee (CSC) will complete their term. ICANN org will soon be asking chairs to initiate your respective group's processes to appoint members and liaisons to these seats. While members are required, liaison appointments are optional (albeit strongly encouraged). To ensure that the appointment process is completed in time for the start of the next CSC term, ICANN org will ask to be notified of your appointments by Monday, 1 August 2022. Amended ICANN Bylaws are now effective

Dear All, On 2 June 2022, the most recent version of the ICANN Bylaws was published. Consequently, amendments to Article 10<https://www.icann.org/resources/pages/bylaws-2022-06-02-en#article10>, on the Country Code Names Supporting Organization (ccNSO), and Annex B<https://www.icann.org/resources/pages/bylaws-2022-06-02-en#annexB>, on the ccNSO Policy Development Process, became effective. The amendments were needed to enable interested Internationalised Domain Name (IDN) country code top-level domain (ccTLD) Managers to become members of the ccNSO. Highlights of the amended Bylaws: * Adjustment of membership qualifications (section 10.4 (a)) * Designation of Representative and Emissary (section 10.4 (e)) * Details on the role of the Representative and Emissary respectively (Section 10.4 and Annex B) This amendment of the ICANN Bylaws concludes a process that started in 2007 with the second ccNSO Policy Development Process. Among others, ccPDP2 was tasked with proposing changes the ccNSO-related parts of the ICANN Bylaws to allow inclusion of IDN ccTLD Managers in the ccNSO. This announcement will be posted on the ccNSO website. Invite: Join the ccNSO DNS Abuse session at ICANN74

Dear All, This is an invitation to join the ccNSO DNS Abuse Session, held at the ICANN74 Policy Forum on Thursday, 16 June 2022 8:30-10:00 UTC. We warmly invite you to share this invite with your peers and colleagues, as it is relevant to all that deal with DNS Abuse. During this session, you will be informed about the views of ccTLDs from different geographical regions on DNS Abuse. What are their top priorities? What do they do to mitigate DNS Abuse? The session serves as useful input for the newly established ccNSO DNS Abuse Standing Committee (DASC), which is the core of the ccTLD community-driven process around DNS Abuse. In keeping with the nature of the ccNSO, the purpose of the Committee is not to formulate any policy or standards, but to raise understanding and awareness of the issues pertaining to DNS Abuse, promote open and constructive dialogue, and ultimately to assist ccTLD Managers in their efforts to mitigate the impact of DNS Abuse. Session Chair Alejandra Reynoso is joined by two moderators, Nick Wenban-Smith and Tatiana Tropina, and ccTLD representatives from different geographic regions: Angela Matlapeng (.bw), Ben Lee (.hk), Maša Drofenik (.si), Jenifer Lopez (.pa), and Crystal Peterson (.us). In that exchange, ICANN suggested that governments apply internationally approved policies and procedures on their national ccTLD. If successful, this outreach would result in ccTLDs having to abide by rules developed for gTLDs. Feedback from Members indicated that this was indeed not a stand-alone case. Wording I've seen, included indeed the encouragement for governments to establish internationally agreed policies regarding registrant data for ccTLDs. As many expressed during the Jamboree, this is worrisome and we need to fully understand the scope of this effort by ICANN. As a follow-up, the CENTR Board has sent a letter to the ICANN CEO to highlight this issue and request some clarifications. Full letter is attached, here are the clarifications requested: * How many European governments were approached in the context of this outreach? * On what grounds did ICANN suggest that governments should consider imposing regulation on ccTLDs? * How was this particular suggested amendment developed and what consultation process was followed? * On what basis does ICANN believe this specific message and related proactive outreach to governments is within its mandate? * Why did ICANN decide to advise governments on how to govern their national ccTLDs without consulting the ccTLD community? Most importantly, the Board asks ICANN to discuss how this issue can be avoided in the future and insists on synchronisation with the relevant ccTLD should there ever be a need for ICANN to discuss ccTLD regulations with a government. ICANN wants to hear from university students living and studying in the Asia Pacific region who are interested in the future of the Internet and in participating in the ICANN75 Annual Meeting. ICANN75 is scheduled to be held in Kuala Lumpur, Malaysia, from 17 to 22 September 2022. If ICANN75 is held virtually, the NextGen@ICANN Program will also be held virtually. The NextGen@ICANN application window will remain open until Friday, 1 July 2022. Successful candidates will be announced on 15 July 2022 on the ICANN website. REMINDER: SubPro ODP Team Offering Update Session to Community Groups In addition to the anticipated plenary session on the New gTLD SubPro ODP, the ICANN org SubPro ODP team is welcoming meetings with interested community groups. If any Supporting Organizations, Advisory Committees, stakeholder, or constituency groups would like to hear from the SubPro ODP team, please email subpro-odp(a)icann.org to schedule time with us. Please be sure to include any specific topic areas for discussion or if you prefer a general update. In addition, we ask that you share a few date and time options so that we can schedule and prepare accordingly. We look forward to meeting you. REMINDER: Request for Appointment of Members and Liaisons to the CSC As of 30 September 2022, several members and liaisons of the Customer Standing Committee (CSC) will complete their term. ICANN org will soon be asking chairs to initiate your respective group's processes to appoint members and liaisons to these seats. While members are required, liaison appointments are optional (albeit strongly encouraged). To ensure that the appointment process is completed in time for the start of the next CSC term, ICANN org will ask to be notified of your appointments by Monday, 1 August 2022. More information will be shared directly via email, including detailed guidance about the process, candidate qualification requirements, and key dates. More information about the CSC can be found here. REMINDER: NextGen@ICANN Mentor Program Nominations The nomination period for the NextGen@ICANN Mentor Program is now open. Nominations must be submitted by no later than Monday, 1 August 2022. The community-nominated mentor will be responsible for overseeing the mentor process. Communities may choose to appoint program alumni and are encouraged to appoint active community members who have an interest in mentoring students. Guidelines for the program can be found here.
