ICANN Blog: Zoom Enhanced Security & Feature Updates

ICANN Blog Author: Ashwin Rangan, SVP, Engineering & Chief Information Officer https://www.icann.org/news/blog/zoom-enhanced-security-feature-updates Following a number of updates to Zoom in the past weeks, we felt that this would be a good time to review both ICANN org’s and the ICANN community’s usage of the application. You may recall our message last month<https://www.icann.org/news/blog/further-securing-zoom-meetings> alerting you to some of the coming changes to Zoom, including their move to GCM encryption as their new standard. Zoom has switched all meetings to GCM encryption as of 30 May and is requiring all users to update to Zoom 5.0 or later. This change to the software’s encryption method was vital, and it has increased our confidence in the platform immensely. Another recent change ICANN has made is enabling recording disclaimers by default. This prompts a small pop-up when a recording is started in Zoom, which includes an acceptance of our privacy policy, terms of service, and consent to be recorded. It is our hope that this small change empowers attendees by providing quick access and more control over the acceptance of our policies as it relates to attending virtual meetings. Finally, embedded password links for password protected sessions have been brought back by popular demand. In May, these were disabled out of an abundance of caution. However, after examining Zoom’s recent updates, along with our own settings configuration, we’ve decided it is acceptable to re-enable the links. Please use these links cautiously, only share them on secure channels such as encrypted chat or encrypted e-mail, and never post them publicly. As Zoom continues to change and evolve as a platform, ICANN will continue to discover and define our “new normal” for virtual meetings. We welcome your feedback on Zoom and meeting security. REMINDER: Call for volunteers: Customer Standing Committee (CSC) - Closes 19 June

Dear all, The ccNSO Council is seeking one (1) volunteer who wishes to be a member on the Customer Standing Committee (CSC). The two-year term of Brett Carr (.uk) ends by 1 October 2020. The ccNSO Council will then select a candidate following the procedure detailed in the Guideline: ccNSO Actions Respecting the Customer Standing Committee. The newly selected member will take her or his seat on 1 October 2020. The CSC has been established to ensure the satisfactory performance of the Internet Assigned Numbers Authority (IANA) naming function. The CSC monitors PTI’s performance of the IANA naming function by analyzing performance reports on a monthly basis and publishing its findings. It is authorized to undertake remedial action to address poor performance, and if performance issues are not remedied, the CSC is authorized to escalate the performance issues to the ccNSO and GNSO for consideration. Additionally, the CSC may recommend changes to the naming Service Level Expectations as well as enhancements to the provision of the IANA naming services. For your information: The CSC meets once every month and as member the anticipated time commitment is around 4-6 hours per month. The report contains five recommendations related to ICANN’s accountability and transparency in the following areas: Prioritization of review and Cross-Community Working Group on Enhancing ICANN Accountability, Work Stream 2 (WS2) recommendations Amending Specific and Organizational Reviews Accountability and transparency relating to Strategic and Operational Plans including accountability indicators Public input Assessment of the implementation of ATRT2 recommendations The ATRT3 Final Report will be published for Public Comment in the coming weeks as mandated by the ICANN Bylaws. Members of the ATRT3 will host a webinar on the final report during the Public Comment proceeding. NEW: ICANN69 to be Held as a Virtual Public Meeting Announcement On 11 June 2020, the Internet Corporation for Assigned Names and Numbers (ICANN) announced that the ICANN Board of Directors has made the decision that the ICANN69 Annual General Meeting (AGM), which was to be held in Hamburg, Germany, will not proceed as an in-person meeting. Instead, the Board has directed the ICANN org to coordinate with the ICANN community on the best way forward for ICANN69 to meet the expected outcomes of an ICANN AGM and support the community's ongoing policy advice and development work, despite being unable to meet in person. The meeting, scheduled for 17-22 October 2020, will be the third time ICANN will hold a Virtual Public Meeting as a result of the COVID-19 pandemic. ICANN67, originally scheduled for Cancún, Mexico, was held as a virtual meeting, as will the upcoming ICANN68, originally scheduled for Kuala Lumpur, Malaysia. The health and safety of the ICANN community is always a top priority, and as such, convening ICANN69 as an in-person meeting is not expected to be feasible by its scheduled date. While progress has been made to mitigate the impact of COVID-19, there are still several barriers remaining that prevent holding large international meetings, such as ICANN's Public Meetings. These include ongoing restrictions on international travel, diminished flight availability, challenges in obtaining visas, physical distancing requirements, the risks posed to the local host community, and the possibility of a resurgence resulting in further lockdowns. NEW: Revised Community Travel Support Guidelines From: David Olive, Senior Vice President, Policy Development Support and Sally Costerton, Senior Advisor to the President and Senior Vice President, Global Stakeholder Engagement Today, ICANN org published the summary report of the recent Public Comment proceeding on the revised Community Travel Support Guidelines (Guidelines). The revised Guidelines reflect feedback from supported travelers and observations of ICANN Travel Support since October 2018. All edits are captured in the published edited version of the Guidelines [PDF, 691 KB]. The revised Guidelines [PDF, 516 KB] will take effect on 1 July 2020. However, the publication of the revised Guidelines does not reverse the existing travel guidance in light of the COVID-19 pandemic. NEW: Selection of the first recipient of the Tarek Kamel Fellowship Recognition Blog Post ICANN org is proud to announce that Abdalmonem Galila has been selected as the first-ever recipient of the Tarek Kamel Fellowship Recognition. Galila, who lives in Egypt, is among the fellows who were selected to attend ICANN68. The Tarek Kamel Fellowship Recognition is a tribute to Dr. Tarek Kamel, who served as Senior Advisor to the President and Senior Vice President of Government and Intergovernmental Organization (IGO) Engagement. The award recognizes the outstanding contributions of fellows in furthering ICANN's capacity development efforts in their respective regions. The recognition is integrated into the existing ICANN Fellowship Program. Abdalmonem Galila is the Deputy Manager of the .masr (.مصر) IDN ccTLD of Egypt. He is also a member of the Task Force on Arabic Script Internationalized Domain Names (TF-AIDN) that focuses on the secure deployment and ease of use of Arabic Internationalized Domain Names. He is a very active member of the ICANN community, and is currently engaged in the work being done by the Universal Acceptance Steering Group (UASG). In March 2018, he was elected as a Universal Acceptance ambassador, supporting the equal treatment of all domain names. Since then, he has conducted many Universal Acceptance awareness sessions, training sessions, and hands-on workshops both inside and outside of Egypt. NEW: Introducing the Identifier Research, Operations, and Security Function Blog Post In October 2018, ICANN President and CEO Göran Marby announced the decision to place the Internet Assigned Numbers Authority (IANA) functions under my role as Chief Technology Officer (CTO). Prior to this, my function - the Office of the CTO (OCTO) - was minimally involved in operational matters. Rather, our focus was similar to the role of a “think tank”: conducting research, providing information and training (internally and externally), building capacity, and performing security-related facilitation with different stakeholders. However, with the inclusion of the IANA functions, I recognized that this would increase OCTO’s operational activity profile. At the same time, it didn’t seem to make a whole lot of sense for the IANA functions to be included within OCTO, since our role as a think tank would remain. Dear All, This is a reminder about the ongoing call for nominations for Board Seat 12. The term of Nigel Roberts, the ccNSO nominated Director fulfilling ICANN Board Seat 12, will expire at the ICANN72 Annual General Meeting. By October 2021, Nigel will have served 1 term on the Board: He is eligible for reappointment. The ccNSO Council is required to select a candidate in accordance with the relevant ICANN Bylaws, and internal rules of the ccNSO applicable at the time of the call for nominations. Next Steps in Assisting Community Work — Selection Process for Bylaws IRP Standing Panel

Dear Colleagues, What is your opinion on the selection process for the IRP Standing Panel (see questions below)? The issue is important for ccTLDs because, although the disputes exclude “Claims relating to ccTLD delegations and re-delegations”, they cover, e.g. “[disputes that] arose from claims involving rights of the EC as set forth in the Articles of Incorporation or Bylaws”, “Claims that ICANN, the Board, individual Directors, Officers or Staff members have not enforced ICANN's contractual rights with respect to the IANA Naming Function Contract” or “Claims regarding PTI service complaints by direct customers of the IANA naming functions that are not resolved through mediation”. Some time ago we submitted a statement (see attachment). Currently, there are no ccTLD people on the IRP Implementation Oversight team (IRP-IOT). If I remember correctly, when we issued a call for volunteers to help repopulate IRP-IOT, there was no interest to participate in this work. Please let me know your thoughts! Thank you! Understanding the level of work already underway in the community, we are suggesting that one way forward might be to leverage an existing community group. As you may know, one of the features of the updated Independent Review Process (IRP) under the new Bylaws is the establishment of a standing panel from which panelists shall be selected to preside over each IRP dispute. The Bylaws specify that “ICANN shall, in consultation with the Supporting Organizations [SOs] and Advisory Committees [ACs], initiate a four-step process to establish the Standing Panel…” (Bylaws, Art. 4, Sec. 4.3(j).) Notably, the SOs and ACs must collectively agree on a single proposed standing panel slate to be submitted to the ICANN Board for approval as part of the four-step process. We’ve received feedback from many SOs and ACs as to how they envision this work getting done, and published a summary and next steps. There is strong support for the SOs and ACs to further their selection effort of the Standing Panel through a small representative group, and ICANN org sees this as an important component to getting the Standing Panel established. In looking at the groups that are already active, one potential way to proceed is to leverage the existence of the IRP Implementation Oversight Team (IRP-IOT). The IRP-IOT, which you helped repopulate, is already comprised of people that are well qualified in issues relating to ICANN, international arbitration and dispute resolution and who are likely to have the skill sets that would be needed to lead the community work on this important endeavor. If this is a potential way forward, we could quickly work with you to explore how to appropriately do this work along with the other work underway in the IRP-IOT. We are also ready to support the community in forming a new, separate representative group to do this work. From the ICANN org side, we’re available to support the community to identify and get this representative group up and running so that the panel selection process can move forward – including identification of an expert to further support and coordinate the community work – in time to start work when the deadline for the submission of expressions interest to serve on the Standing Panel expires on 31 July. How to run a virtual ccNSO Cocktail?

Dear Councillors, As you have probably already seen, I just sent out an invitation to the community to invite them for ccNSO Cocktail! Shortly, I will send it also to our friends from other SO/ACs and ICANN Org. I asked everyone to send a couple of pictures from different ccNSO cocktails and good wishes to other ccTLDs. The idea is to make a slideshow to remember the times when hugging, kissing and drinking from the same glass was not considered a virus sharing activity. To make the event more entertaining, we got an idea to build on our experience with breakout rooms. Only now we’re going call them “tables”. Normally, during social events, you can move from one group of people to another or from one table to another to chat with different people, i.e. to socialise! Technically, Zoom allows us to have up to 80 “tables” but we believe 10-15 will do. In addition, the idea is to have a host – a Councillor – for each table. The host welcomes whomever joins the table and either drives the conversation (preferred option) or just follows the group. Others (the non-hosts) will be assigned to a “table” automatically. We want to change the tables 3 or 4 times. It is possible that one person joins the same table more than once, but that happens in other meetings as well. The host can use any background to set up the “tone” of their table. I think this set-up is a very good way to help community members to meet their Councillors in an informal atmosphere. Instead, the Board has directed the ICANN org to coordinate with the ICANN community on the best way forward for ICANN69 to meet the expected outcomes of an ICANN AGM and support the community's ongoing policy advice and development work, despite being unable to meet in person. The meeting, scheduled for 17-22 October, will be the third time ICANN will hold a Virtual Public Meeting as a result of the COVID-19 pandemic. ICANN67, originally scheduled for Cancún, Mexico, was held as a virtual meeting, as will the upcoming ICANN68, originally scheduled for Kuala Lumpur, Malaysia. The health and safety of the ICANN community is always a top priority, and as such, convening ICANN69 as an in-person meeting is not expected to be feasible by its scheduled date. While progress has been made to mitigate the impact of COVID-19, there are still several barriers remaining that prevent holding large international meetings, such as ICANN's Public Meetings. These include ongoing restrictions on international travel, diminished flight availability, challenges in obtaining visas, physical distancing requirements, the risks posed to the local host community, and the possibility of a resurgence resulting in further lockdowns. "Above all, the health and safety of the global ICANN community, Board, and staff is the most important consideration for any Public Meeting," said Maarten Botterman, ICANN Board Chair. "As of right now, there are still too many uncertainties involved with hosting a face-to-face meeting. The Board believes that this is the right decision, and it gives us ample time to plan a successful Annual General Meeting. There's a great deal of work to be done, so let's continue to focus on getting it done, together." ICANN thanks the Hamburg host committee and our regional partners in Europe, who have provided their support and input during the planning process for ICANN69.
