Dear Councillors, With this email I want to remind you about the procedure to nominate and elect the next ccNSO Council Chair and Vice-Chairs, taking into account that ICANN73 will be a virtual meeting. The proposed procedure was adopted by Council at its 180th meeting on 24 February. This email informs you about the following: * How to nominate and second a candidate, and who can do so * Requirements for candidates * How candidates can accept their nomination * Next steps? * Timeline Important to note: To meet the requirement of appointing the Council leaders (see section 3.2 of the Guideline “ccNSO Council Roles and Responsibilities”: https://ccnso.icann.org/sites/default/files/field-attached/roles-responsibi…, the ccNSO Council needs to make the required appointments during the timeframe of ICANN73, regardless of the fact whether that meeting is held virtually or not. The term of the newly elected Chair, Vice-Chairs, and roles and responsibilities of the Councillors starts at the end of ICANN73, which is the first ICANN meeting of 2022. The term of the ccNSO Council Chair (Alejandra Reynoso) and Vice-Chairs (Jordan Carter and Pablo Rodriguez) will therefore end at the end of ICANN73. Both Alejandra, Jordan and Pablo are eligible for re-election. To fill the positions of Council chair and the two Vice-Chairs (2 seats) the call for Nominations starts on Monday, 28 February 2022 (00:01 UTC) and closes on Friday, 4 March 2022 (23:59 UTC). Depending on the number of candidates per vacancy, there will be either a vote during the ccNSO Council meeting at ICANN73 on 10 March 2022 or a confidential email vote. On Tuesday, 8 March 2022, staff shall provide a list with the name(s) of the candidate(s) who have accepted their nomination, together with a record of who has nominated and seconded the candidate(s) Elections Procedure Chair and Vice-Chairs One candidate per vacancy * If only one candidate stands as Chair, the Councillors will appoint the candidate by a public vote during the 10 March 2022 ccNSO Council Meeting. * If there are as many valid candidates as there are open Vice-chair seats and each candidate is from a different ICANN Geographic Region, the Vice-chairs will be appointed by a public vote during the 10 March 2022 ccNSO Council meeting. Two or more candidates per Chair position * If two or more candidates have accepted the nomination to become Chair, the Councillors will elect the Chair by a confidential email vote. Each and every Councillor, including the candidates, should send an email to the appointed staff person, and include the name of the preferred candidate. Once the email is received the appointed staff person shall send a reply including a ballot number, and acknowledgement of receipt. The candidate receiving the most votes will be elected. In the event two or more candidates receive the most, but equal number of votes, there will be a run-off election between these candidates. The appointed staff person will provide an overview of the votes cast and the order of preference. * If there are more valid candidates than there are open Vice-chair seats, Vice-chairs are elected by confidential vote, using the same method as listed above for the Chair vote. If two candidates for one position are from the same Region, there will first be an election between these two candidates. The timeline for selecting the Vice-chairs will be adjusted according to the number of candidates and geographic origin, and shared with the Councillors on Tuesday, 8 March. The results will be made public and the candidate receiving the most votes is elected. In the event two or more candidates receive the most, but equal number of votes, there will be a run-off election between these candidates. Dear All, A ccNSO ad hoc committee under auspices of the ccNSO Council seeks your feedback on the proposed Roadmap for the ccNSO and DNS Abuse. You are invited to review the enclosed materials, and to participate in the ccNSO Members Meeting DNS Abuse Session at ICANN73 to discuss the roadmap and next steps. Ahead of the session, your feedback in response to this email is welcomed. During the session, we will use an online polling tool, to collect feedback from the ccNSO Members and broader ccTLD community. You may expect a link to the poll on the ccNSO mailing lists, closer to the session. What is this about? The ccNSO has organized various sessions on Domain Name System abuse in recent ICANN Public Meetings. Country code top-level domain managers and others shared their experiences with respect to mitigating DNS abuse, focusing on what ccTLDs do nationally and regionally. During ICANN72, the conversation shifted to focus on exploring the potential role of the ccNSO itself. Both ccTLDs and other stakeholders suggested activities the ccNSO could undertake to complement existing work being done by the community. The current proposal builds on previous work during ICANN72 and a ccNSO workshop held in November 2021 when ccTLDs and the broader community suggested areas that the ccNSO should get involved in with respect to DNS abuse. An ad hoc committee under auspices of the ccNSO Council was formed to evaluate the suggestions, and to work on a proposed roadmap. ccNSO Council discussed the draft roadmap during its January meeting and tasked the ad hoc committee to seek ccTLD community feedback at and around ICANN73. Roadmap highlights The roadmap is aligned with the ccNSO role. The ad hoc committee proposes creating a ccNSO DNS Abuse Standing Committee (DASC). The Committee would consist of ccTLD representatives and liaisons to other relevant community parts. In its activities, the Committee focuses on the following core elements, aiming to create useful resources/information that ccTLD managers can make use of as they wish, on a voluntary basis: * Enhanced information and best practice sharing, to benefit ccTLDs * Showcase ccTLD efforts and reinforce the message about the nature of ccTLDs and the role of the ccNSO * Explore DNS Abuse related metrics and other potential elements of the ccNSO & DNS Abuse ecosystem and related approaches. The DASC’s draft Terms of Reference and the proposed Roadmap are enclosed, for your review and comments. What are the next steps? During ICANN73, the ad hoc committee under auspices of the ccNSO Council will present the roadmap, consult with attending ccTLDs, and discuss next steps. Depending on community feedback, the ccNSO Council will discuss the adoption of the roadmap during their meeting on Thursday, 10 March 2022. Implementation would kick off after ICANN73, with the launch of a call for volunteers, to create the ccNSO DNS Abuse Standing Committee (DASC). DNS Abuse is a hot topic for many SO/ACs, and it cuts across various sessions and initiatives.
