It is a summary of various activities developed, monitored and distributed twice a week by ICANN Policy support. The survey results inform the MPC how satisfied those attending the ccNSO members meeting are and give valuable feedback on which areas the MPC should improve. The attached report aims to provide an overview of the satisfaction tracking via the online surveys over time, starting with ICANN58 in March 2017 and ending with ICANN66 in November 2019. * ccNSO Community Webinars On 4 and 5 February, the ccNSO hosted 2 well-attended community webinars, targeted at newcomers from the ccTLD community and those who want to learn more about the work of the country code Name Supporting Organisation (ccNSO). Thank you and kind regards, Bart ------------------------------------------ Draft Resolution Background In accordance with the Guideline ccNSO Nominations Board Seat 11 and 12 ( https://ccnso.icann.org/workinggroups/ccnso-nominations-icann-board-guideli… [ccnso.icann.org] ), the ccNSO Council appointed the Nomination Manager and adopted the timeline for the Board Seat 11 Nomination process at its 22 August 2019 meeting. As part of the Nomination process, and according to the adopted timeline the ccNSO members were invited to vote on their preferred candidate from Tuesday, 14 January 2020 (00:01 UTC)until Friday, 31 January 2020 (23:59 UTC). A few hours after the voting process was opened, the Nomination Manager noted the ballot circulated to the members did not allow to vote on one of the three candidates. After this was determined, the election process was closed, the Nomination Manager informed the ccNSO Council and ccNSO community, announced a new round of voting and send new ballots to the relevant representatives of the ccNSO members. This new round run from 15 J anuary 2020, 00.01 UTC until 31 January 2020 (23.59 UTC). Decision The ccNSO Council confirms the adjusted timeline of the nomination process. The ccNSO Council believes that the adjusted timeline is well within the margins for the duration of the voting period (between two( 2) and three (3) weeks) as required under the relevant Guideline, and given the issue at was within the power of the Nomination Manager to resolve. Address Supporting Organization information request to ICANN

Greetings fellow Councilors, I write to you today to inform you in my capacity as the ccNSO Representative to the Empowered Community Administration that the Address Supporting Organization (ASO), in its capacity as a Decisional Participant, recently attempted to exercise its Inspection rights under Section 22.7 of the ICANN Bylaws as an “Inspecting Decisional Participant”. The subject of their Inspection request is the proposed sale by PIR of the .org Registry to Ethos Capital. Their correspondence to ICANN may be found at https://www.icann.org/en/system/files/correspondence/aso-to-jeffrey-et-al-2…. On Tuesday, the ICANN Corporate Secretary replied to the ASO correspondence of 27 December 2019, rejecting their claim under Section 22.7 as being overly broad. The Secretary’s correspondence to the ASO may be found at https://www.icann.org/en/system/files/correspondence/jeffrey-to-robles-04fe…. There are several remedies available to the ASO. First, the Secretary has asked the ASO to “…provide more specificity as to how such a request is related to the ASO’s interest as a Decisional Participant, and not solely as an interested member of the ICANN Community.” Presumably they will do so. However, Section 22.7(e) provides other options to the ASO, as follows: Section 22.7(e)(i): appeal such matter to the Ombudsman and/or the Board for a ruling on the matter, Section 22.7(e)(ii): initiate the Reconsideration Request process in accordance with Section 4.2, Section 22.7(e)(iii): initiate the Independent Review Process in accordance with Section 4.3, Section 22.7(e)(iv): petition the EC to initiate (A) a Community IRP pursuant to Section 4.2 of Annex D or (B) a Board Recall Process pursuant to Section 3.3 of Annex D. The Bylaws are silent with respect to any subordination of Sections 22.7(e)(i) – (iv). In other words, it appears that the ASO may be free to select any of Sections 22.7(e)(i) – (iv) as their preferred way forward. My concern is with respect to Section 22.7(e)(iv). Should the ASO elect this option as their way forward, the ccNSO may well become involved per Section 4.3 of the Bylaws (“Independent Review Process for Covered Actions”). I personally doubt that the ASO would elect Section 22.7(e)(iv) as their response to the rejection of their request by the ICANN Secretary, especially given their historic reluctance to engage in ICANN’s management of the DNS (From their 27 December correspondence: “While we do not normally engage in policy matters related to the DNS, we consider ICANN’s handling of this proposal to be an important Internet governance decision, with bearing on the community’s trust in ICANN, and the legitimacy of the ICANN model.”). However, we are not prepared to deal with a Community IRP. The odds of having to deal with one initiated by the ASO I think are very low, but I felt I should alert Council to the correspondence between the ASO and the ICANN Secretary, primarily because it is so unusual for the ASO to engage with ICANN at all, on any subject. Board Seat 11 nomination procedure: voting results

Dear All, This is to inform you about the voting results, as part of the nomination procedure for ICANN Board Seat 11. The election closed on Friday, 31 January 2020 (23:59 UTC). Election Results Out of 172 members of the ccNSO, 109 members (63 %) casted their votes: Calvin Browne received 42 votes; Nigel Phair received 8 votes; Patricio Poblete received 57 votes; 2 members voted without selecting any of the candidates. Next Steps The ccNSO has entered into voluntary internal arrangement that the ccNSO members shall propose and elect candidates for the ICANN Board seats 11 and 12. As a next step, the ccNSO Council needs to formally nominate the candidate, as per Section 10.3 (i) of the ICANN Bylaws. The Nomination Manager will submit a Nomination Report to the ccNSO Council for discussion and adoption. The Board Seat 11 nomination process will formally close 7 days after adoption and publication of this report.
